Deputy Leader and Cabinet Member for Green Transport and Zero Carbon Oxford at Oxford City Council
In this role, he has helped to develop Oxford’s Citizens’ Assembly on Climate Change, a £19m budget to implement its recommendations, measures to create Britain’s first net zero carbon council, the Zero Emission Zone to restrict polluting vehicles, and Connecting Oxford to reduce traffic. Tom has responsibility for the development of partner-ships to achieve a Zero Carbon Oxford. First elected to the City Council in 2014, then re-elected in 2018, Tom lives in the ward that he represents and is a Governor at Oxford Health NHS Foundation Trust. Away from the Council, Tom is Chief Executive of Elmore Community Services, an Oxfordshire mental health, complex needs, and domestic abuse charity. He holds degrees from the Universities of Manchester and Cambridge and was a Fox International Fellow at Yale University.
